A practical guide to Emiratization-compliant hiring

UAE mainland firms must reach 10% Emirati hires. Here is how to hit your targets with verified talent, blind assessment, and audit-ready reporting.

Emiratization has moved from aspiration to obligation. UAE mainland firms with 50 or more employees — and, in 14 sectors, those with 20 to 49 — are required to grow Emirati hires in skilled roles, targeting 10% by the end of 2026. Miss the target and the fines are significant; fake Emiratization is penalized harder still. This guide covers how to hit your numbers in a way that's both effective and audit-ready.

Start with verified Emirati talent

The first failure mode is a thin or unverified pipeline. CalHire lets you build a pool of verified Emirati candidates whose skills are proven through a cheat-resistant assessment, with identity assurance handled by the platform. You're not just meeting a quota — you're hiring people who can do the job.

Assess on blind skills

Quota pressure can unintentionally distort decisions. Blind evaluation removes that risk: candidates are ranked on a verified composite score — skills test, text interview, role-fit — with no name, photo, or background reaching the evaluation. You hit your targets and keep the bar high, defensibly.

Reveal only on consent

Right-to-work and Emirati status are captured at the right moment — at a consented reveal, when you advance a candidate and they agree. Every reveal is logged immutably, so the record of who saw what, when is unambiguous.

Generate audit-ready reporting

Inspections require evidence. Because every decision is explainable and logged, CalHire produces the quota and compliance reporting you need:

  • Verified Emirati hires against your target
  • Blind-evaluation records showing bias-free assessment
  • An immutable reveal-consent ledger for each candidate

A simple rollout

  1. Build your pool — invite candidates to get verified once; verified Emirati talent joins your pool.
  2. Post roles with weights — set the composite-score weighting that fits each role.
  3. Review a blind, ranked pipeline — advance on ability, never auto-reject.
  4. Reveal and hire — capture status on consent, then export your compliance report.

Compliance that doesn't slow you down

The point of Emiratization is real opportunity for Emirati talent, not paperwork. CalHire is built so the compliant path is also the fastest one: verified candidates, blind assessment, and reporting that's generated as you hire rather than reconstructed before an audit.

Why we deleted the résumé

The résumé rewards pedigree and is trivial to embellish. Here is the case for a verified, portable skills profile that proves what someone can actually do.
